The Expansion of the Gig Economy and Changing Work Styles

The "gig" in gig economy derives from the one-off performances (gigs) of jazz musicians. Advances in technology have created an environment where individuals can instantly find work and receive payment through platforms, driving a worldwide increase in the number of gig workers.

In Japan, food delivery partners (Uber Eats, Demae-can) are the most prominent gig workers. As of 2024, the domestic freelance population is estimated at approximately 15.77 million, and the number of company employees engaging in gig work as a side job is also growing. While the flexibility of working without constraints on time or location is attractive, gig workers fall outside the scope of employment insurance and employee pension plans, requiring self-directed risk management.

Gig Worker Rights Protection and Future Regulatory Design

The central challenge of the gig economy is that labor protection frameworks have not kept pace. Since gig workers are classified as "independent contractors," protections available to employees - such as minimum wage guarantees, workers' compensation insurance, and paid leave - do not apply. The Freelance Protection Act, which took effect in November 2024, mandates disclosure of compensation terms and anti-harassment measures, but expanding social insurance coverage remains an unresolved issue.

From the user's perspective, it is important to understand that the quality of services provided by gig workers depends on the platform's rating system. Providing appropriate ratings and tips directly contributes to maintaining service quality. The gig economy is built on mutual evaluation between users and providers, and sustainable economic activity is formed when both parties act responsibly.
